What is a Upside Down Question Mark and Exclamation Mark¿?

In the Spanish language, an upside down exclamation point or upside down question mark is used to begin exclamatory or interrogative sentences. The sentence then ends with the regular exclamation point or a question mark. The upside down or inverted punctuation (¿ ¡), unlike the regular ones, are placed halfway below rather than fully above the line in a sentence. Both, the upside down exclamation point and the inverted question mark can be used in the same sentence also. A sentence can be started with the inverted exclamation mark and ended with a flipped question mark in case the statement is both a question and also has a sense of surprise or exclamation!
